Avatar Kyoshi: How dare you defy your Avatar?!”The 46th Earth King ordered her to stop the peasant uprising in whatever means necessary, Kyoshi didn’t agree. The King ordered that she is to be arrested, but she attacked his guards and forced a compromise: agreed to give the peasants a voice in his ruling, while Kyoshi in turn agreed to protect Ba Sing Se’s cultural heritage from further disruption, which led to the creation of the Dai Li.
Avatar Roku: I’m sparing you, Sozin. I’m letting you go in the name of our past friendship, but I warn you, even a single step out of line will result in your permanent end.
Roku discovered that Sozin set up colonies within the Earth Kingdom. He confronted his old friend, and ordered him to end his aggression, Sozin replied that Roku’s loyalty lies with the Fire Lord and the nation’s progress. To which, they engage in battle and Roku won threatening to kill him if he does it again.
Avatar Aang:How could they do that to me! They wanted to take away everything I knew and everyone I loved!
After learning that he would be sent to the Eastern Air Temple in order to complete his airbending training far away from Monk Gyatso, who other monks thought was too soft on him, Aang ran away.
Avatar Korra: You might be able to manipulate Chief Saikhan into following you, but it won’t work on me. You need to be stopped!
Technically Korra has already defied her leaders (OWL) by running off to Republic City instead of staying in the South Pole AND Tarrlokk is a councilman of the Northern Water Tribe, but seeing as Korra is now living in Republic City, Tarrlokk is her leader (and is part of the Water Tribe)
She refuses to join his task force because it is a vanity project, even blackmail is not enough to let her join. She also gives an example that his oppression towards non-benders is just the same as Amon’s, which led to the epic battle.
